SHAPING HOUSING RELATED SUPPORT SERVICES FOR PEOPLE AT RISK OF SOCIAL EXCLUSION

A range of housing support services, funded by the Supporting People Partnership, are provided for people at risk of social exclusion (see list below) including refuges for women at risk of domestic violence, foyers, supported lodgings, supported housing projects for people with a range of support needs, floating support services.

Most of the Supporting People contracts for these services are due to expire in just over a year, consequently the Supporting People Partnership is in the process of developing commissioning plans which will determine the type of services which we fund in the future.
It is vitally important that we gain as many views as possible about the future shape of services needed across Lancashire.

Commissioners have been developing draft plans for a number of months which include proposals on the following areas:
• The range of service types required for each client group cluster
• Outcomes to be delivered by the service type
• Priority to be given to the service type (especially important in a climate of reducing public funding)
• Location of services – should this be on a District, Locality or County basis
• Target client groups for each service (i.e. level of need etc)
• Special requirements for services e.g. location etc

The event will focus on seeking your feedback about the draft plans and discussing the priority given to services. This is of key significance in a context of reducing public funding.

Commissioning plans will seek to map out the complete system of housing support services in a local area. This includes both existing types of services and new types of services. The Supporting People Partnership will only fund services in the future which are included in the commissioning plans.

Consequently, the development of these plans are of key significant as they will determine future investment plans.

The client groups covered are included below:

Young people leaving care, young people at risk and teenage Parents
Offenders and those at risk and mentally disordered offenders
People with history of drug problems and people with history of alcohol problems
People with a history of mental health 
People experiencing domestic violence
Single homeless, homeless families and rough sleeper 
Refugees & Travelers
People with complex needs
